Varna travel tips for first-timers: driving rules, taxis, SIM, money

First time in Varna? Lights on all year, 0.5‰ alcohol limit, no right turn on red, booked taxis (no Uber), decline DCC and avoid street money changers.

Published:

Visiting Varna for the first time from abroad? Drive with dipped lights on all year, never turn right on red, stay under 0.5‰ alcohol, book taxis by phone or app (there are no Uber or Bolt rides), pay in euros and always decline “pay in your home currency” at card terminals. This page complements our practical basics and driving to Varna guides (as of 2026-10).

What are the driving rules in Bulgaria for visitors?

  • Speed: 50 km/h in towns, 90 km/h outside, 140 km/h on motorways, 20 km/h in residential zones. The Road Traffic Act sets 120 km/h on expressways (some guides say 90); lower limits on signs always apply.
  • Alcohol: limit 0.5 g/l; penalties include licence loss, large fines and possibly prison. GOV.UK warns a driver who does not own the car can be fined the value of the vehicle.
  • Lights: dipped headlights or daytime running lights at all times.
  • Kit: first-aid kit, fire extinguisher, warning triangle and reflective vest; Welcome.bg also lists a spare wheel and tools.
  • Winter tyres: 15 November to 1 March — that starts in about three weeks.
  • Seatbelts in every seat; children 12 and under may not sit in front and need a suitable child seat (height and weight thresholds differ between sources, so ask your rental company). Phones hands-free only.
  • Right turn on red is illegal unless a green arrow beside the red light is lit. Varna is swapping green right-turn arrows for three-colour signals: see the news.
  • Documents: licence, registration, insurance; with a non-EU licence carry an International Driving Permit. In a rental, keep the contract — border officials can impound a car if you cannot show permission to use it.

Expect impatient local driving — sudden lane changes, little signalling, pedestrians crossing anywhere — so drive defensively. For street parking, read our Varna parking guide.

How much are speeding fines, and how do I pay?

According to Newsweek România (June 2026), fines start from about €10 (up to 10 km/h over), €51 for 21–30 km/h, and €357 plus a three-month suspension above 50 km/h. Average-speed cameras cover 16 road sections. Drivers without a Bulgarian address pay on the spot by bank card.

How do I take a taxi in Varna?

Call or use the app of a licensed company (Triumf, Omega Trans, Hipo). Check the tariff sticker, make sure the meter runs and ask for a receipt — BNT reminds passengers they may withhold payment until they get one. A 2026 travel blog quotes about €0.79/km by day; the sticker is what counts. Avoid cars waiting outside hotels and at the airport exit; a 2015 official inspection at Varna Airport and nearby resorts found tampered meters. More in walking, cycling and taxis.

Which SIM card should I buy?

A1, Yettel and Vivacom all sell prepaid cards. Data-only packs usually need no ID; packs with calls and SMS are registered with your passport in the operator’s shop. EU visitors roam at home prices. A Bulgarian number also lets you pay parking by SMS.

Which money traps should I avoid?

  • “No commission” exchange offices hide the cost in a poor rate; compare with the market rate and never use street changers.
  • Decline dynamic currency conversion — always pay in euros.
  • Avoid Euronet ATMs with high fees; use bank ATMs.
  • Keep some cash for kiosks and small cafés. Seafront promenade restaurants cost far more than places a street or two inland.

Tipping (about 10%) is covered in Bulgarian customs. Tap water is generally safe; many locals prefer bottled mineral water.

Top 10 mistakes first-time visitors make

  1. Driving without dipped lights.
  2. Turning right on red.
  3. Hailing a random taxi outside the airport or a hotel.
  4. Paying in their home currency at a card terminal.
  5. Changing money at “0% commission” kiosks.
  6. Forgetting the e-vignette.
  7. Leaving the car unlocked while paying at a petrol station.
  8. Carrying valuables in backpack side pockets on crowded buses.
  9. Not checking a padded nightlife bill line by line.
  10. Buying the airport bus 409 ticket from the machine, then boarding the other operator’s bus — the ticket is only valid with one operator (buses and tickets).

In an emergency call 112.

Before you drive, check your plate for unpaid fines and a valid vignette on the fines and vignette check page.
